Okay, so you're pretty confident that you can tell if a girl likes you right?  Say you're at a party the two of you start talking... laughing blah blah.  So far so good.  Remember, you have to work off your surroundings.  Like a Marine, you must improvise.

It's not recommended to try and make out with her in public, some chicks just aren't into that,  so you need to get her alone... ask her if she wants to go and get a drink with you.. and move into the kitchen... or something to that effect.  You're now trying to move in for the kiss, so you have to physically position yourself so it's not awkward when you start puckering up and leaning in... 

You have to move it along in stages, get the contact going.  Maybe as you are working your way through the crowd at the party, you're holding her hand guiding her...  When you feel that there's enough privacy around, gently pull her hand towards you.. now it becomes tug 'o' war... if she responds and moves towards you, then you're good to go.  But I mean chances are, that if she's holding your hand to begin with, she wants you to kiss her. 

I think the main thing here is the warm up time.  You have her laughing, you have her attention... perfect... now you have to start with subtle touching, maybe as you laugh you touch her shoulder, or grab her hand.. it's a dance.  Take your time with it.  You seem to have everything else down pretty good, so now just work on heatin' up that oven.
