First off, what does summer and not having a phone have to do with anything?

Anyway, seeing a guy every 3 weeks is certainly not enough. Summer only last 10 weeks... so you get to see him about 68 times? but seriously - regarding the "He is so immature sometimes too" get used to that immaturity runs rampant through boys and men regardless of our age. "To me, it doesnt seem to fair to my boyfriend that I like another guy" get used to that one too... you'll always like someone else; maybe not at first but you're young, you'll end up liking lots of different guys, it's a part of figuring out who you are and what kind of people you like.

If you're not that into your boyfriend anymore, break up with him. Hanging around while you don't really like him, that's not fair. Besides if you only see this guy every 3 weeks, what's the big deal? Just don't whore yourself out. You don't have to tell the guy at your church you like him. If you're cute and you've been nice to him - he'll come up and talk with you and eventually ask you out. Try to make it clear that you don't have a boyfriend.. by 'clear' I don't mean 'obvious'.

He's a guy, he'll eventually make a move - unless his father has told him not to fondle any kids in the church... apparently that's not regarded too highly. So what you do is - you act upon your feelings. But there is a way to do it tactfully and without hurting someone elses' feelings.

Oh, and don't ever say, 'that's not fair'. You read or watch or hear about world news? Earthquakes, floods, bombs... let's talk about 'not fair' Life isn't fair.
